Transparency / FOI Reports (formerly spotlightonspend)

The SpotlightOnSpend platform has been retired as of October 2024.

As an alternative, two reports have been developed that sit within the DXC Spend Analytics Observatory. These reports have been developed to allow organisations to meet transparency requirements and Freedom of Information requests in an easily accessible and quick to export format.

You will find these report in the Transparency / FOI folder under Spend Analysis > Analyse. The reports can be extracted on an ad hoc basis as required by FOI requests or extacted once and hosted on whatever publicly available website organisations may have available to them.

By hosting the report in the Observatory it allows users to access not only the current year of analysis but all your previous years, depending on what has been analysed previously. The reports also makes use of the filtering and sorting options inherent to the design of the Observatory, including the Filter Builder tool.

1. Examples of filtering include:

• Selecting suppliers within specific categories


• Categories or suppliers over specific spend values


• Lines over specific spend values


• User defined time periods


• Core Trade spend

2. Data can be sorted, for example:

• By value


• By category name


• By date (for line level data)


• By supplier name

Before extracting the data to respond to FOI requests, users might wish to consider the following and apply appropriate filters. This list is not intended to be exaustive and users should always carefully consider if the data being delivered meets the requested level of transparency whilst being aware of privacy requirements.

• Are all transactions required or only those over a certain value?


• What time period is the data required to cover?


• Should you exclude suppliers where spend over the year was less than a threshold value?
